Spoofing can be a real problem. We have seen reports of it being used to steal pharmaceuticals in the U.S. and, without a doubt, it is being used in other cargo heists.
Mexico has determined that 85% of cargo thefts involved some kind of deliberate GPS/GNSS disruption. As a result Mexico strengthened its laws against use of GNSS jamming and spoofing equipment.
While oriented toward receiver and application developers, the paper also provides a good overview of the different types of spoofing and mitigations.
