I am a constituent writing to urge you to take action on an issue that poses a serious and growing risk to our national security and economy: the vulnerability of GPS and our lack of a resilient backup.

GPS underpins nearly everything we depend on — technologies, power grids, financial systems, transportation networks, emergency services, and national defense. Yet it remains a single point of failure. The signals are weak, easily jammed or spoofed, and there is currently no widely available backup. A significant disruption — whether from deliberate interference, accident, or severe space weather — could have catastrophic cascading consequences.

This is not a new concern. The federal government formally recognized this vulnerability in 1998. A presidential mandate for a backup system was issued in 2004. Legislation was passed in 2018. Studies have confirmed the risk repeatedly. Yet more than two decades later, the United States still does not have a resilient, widely available alternative to GPS — while allies and adversaries including the UK, France, South Korea, China, and Russia have already moved forward with backup systems.

The technology to solve this exists today and is commercially available. What is missing is leadership and a clear mandate. I urge you to support legislation and policy that establishes performance requirements for a resilient national positioning, navigation, and timing architecture — and that empowers a responsible executive agency to implement it without further delay.
